  2. What observable behavior needs to change? Examples include earlier escalation of risks, clearer delegation or more consistent follow-through.
  3. What opportunity will participants have to practice? Learning needs a place in the working week, with management support.
  4. How will the organization review progress? Agree a baseline, a review date and evidence that is proportionate to the intervention.

The proposed measures should stay close to the intended behavior. Attendance records show participation. They do not establish that decision quality improved. Feedback can identify relevance, while a later review of agreed actions can show whether participants applied the learning. Revenue or retention claims require much stronger evidence and cannot responsibly be attributed to a single talk.
